A second person has been arrested on suspicion of murder after a man was shot dead by police in a street in northern England.

Adam Clinton Harvey, 30, was shot in the chest in Sedgefield, near Durham, at around 12.30am on Saturday.

He was identified by his family and Mr Harvey’s former bandmate and manager, Peter Garvey.

His brother said Mr Harvey had been preparing for a new career as a nightclub manager, and had an existing relationship with a new partner.

[Deno John Perrault] turned up and started shooting over my head and I just kept on falling back, ” said Danny John Harvey

Mr Harvey’s former bandmate, Peter Garvey, 48, told the BBC Mr Harvey was a father of two and a former member of the Outlaws Motorcycle Club.

Speaking on his doorstep, near the scene of the shooting, he described Mr Harvey as a “lovely fella” and said he had been involved in several episodes of biker violence.

He said: “I wasn’t with him when he lost his brother.

“I’m still not sure what happened but my heart goes out to his family.

“He’s got two children and a new wife.

“I can only think the police were trying to get him to drop off and when he opened the door they shot him.”

Mr Garvey also said Mr Harvey was shot after he opened the door to confront the two armed assailants who entered his family home.

“They were wearing balaclavas and carried guns, ” he said.

“I’m not sure how much they had and I’m not sure what Adam was holding to his chest, but I saw a black handkerchief.

“They were there to scare him or scare him into dropping them, and [Deno John Perrault] turned up and started shooting over my head and I just kept on falling back.”

But Mr Garvey – who quit the Outlaws last year after getting into a dispute with Mr Harvey – added: “The only thing I do know is the police were waiting for him to open the door and then he opened it.”

Mr Garvey said he was waiting for members of the family outside when they heard the shots.

“I’m sort of frozen in place to be honest, and I’m just trying to keep an eye on them.”

After the incident, the area was cordoned off while forensic officers collected evidence, which would be examined by specialists.

More than a dozen police vehicles remained on the scene on Saturday morning as the scene was examined.

Scotland Yard said Mr Harvey was conscious when he was taken to hospital but later died.

An 18-year-old man and a 17-year-old boy were both arrested on suspicion of murder on Friday and are still in custody.
